Did you know about the Regional District of Nanaimo (RDN) rebates?

2024 RDN Rebates

The RDN is now accepting rebate applications from homeowners for environmentally friendly improvements made to their properties. Rebates are awarded on a first-come, first-served basis to qualifying applicants until available funds are spent. If you are interested, please apply early as funding is limited per rebate program. Available rebates are:

Water Stewardship

  • Irrigation Upgrades and Soil Improvements - up to $675
  • Rainwater Harvesting - up to $1,000
  • Septic System Upgrades - up to $700
  • Wellhead Upgrades - up to $650
  • Well Water Testing - up to $300 (open March 1 for applications)

Green Building

  • Woodstove Exchanges - up to $1,500
  • Sustainable Development Checklist - $500 and $1,000
  • Home Energy Assessments - up to $350
  • Graded Site-Cut Timber Use - up to $250
  • Fossil Fuel to Heat Pump Replacements - $1,000
  • Renewable Energy Systems - up to $650
  • Residential Electric Vehicle Charging Stations - up to $150

Vision: We strive to be regarded as a "Top Tier" independent and local waterworks district, -one that is recognized for sustainable, reliable delivery of local water services, environmental stewardship, safe operating practices, and a balanced ratepayer centered approach.

Welcome to the Qualicum Bay Horne Lake Waterworks District

The Qualicum Bay Horne Lake Water district is located on the unceded territory of the Qualicum First Nation.  Its purpose is to provide potable water to the residents and businesses of Qualicum Bay, located on Vancouver Island, BC. The District was formed by the Letters Patent in 1968.

There are currently 506 active water connections and 478 land parcels in the District.  These connections are serviced by 3 wells and 2 glass infused steel reservoirs which hold approximately 110,000 imperial gallons/500,000 liters each. The three wells are considered medium deep wells  between 60 - 80 feet deep, and produce approximately 450 gallons of water per minute. The wells are located on the Quadra Sands Aquifer which is of high quality, and is suitable for human consumption without treatment. 

The water distribution system was constructed in phases over a period of more than 4 decades, with the original lines first built in the late 1960's. The current system consists of approximately 17, 550 metres (17.5 km) of distribution water lines.
